Ms. Heltz has served as a director since 2020. She began her career as an actuary at Blue Cross and Blue Shield of Louisiana, earning credentials from the Society of Actuaries and the American Academy of Actuaries. She also served as the organization's SVP/Chief Actuary and other senior positions leading BCBSLA's pharmacy benefits, medical management programs, and provider reimbursement areas. 

Her 31-year career there culminated in her post as SVP Medical Economics & Chief Analytics Officer, successfully advancing the plan's provider contracting and reimbursement, resulting in successful value-based contracts with Medicare and commercial health plans alike. After BCBSLA, she served 7 years as Ochsner Health Network's Chief Operations Officer at Ochsner Health Network. Currently, Ms. Heltz utilizes her comprehensive experience in both payor and provider operations as a Senior Healthcare Advisor for Rule of Three (Ro3), helping clients with healthcare strategy and operations, specializing in the areas of value-based care payment programs.
